Meetings on the OP-ICESCR ratification in Benin and Togo
Benin/Togo, 26 October 2013. The International Coalition for the Optional Protocol to the International Covenant on Economic, Social and Cultural Rights ends on Oct.26th, a one-week support mission to promote the ratification of the Protocol in West Africa. Although the group of African States played a fundamental role in the elaboration of the Protocol, none of them have yet ratified this instrument that will give the possibility to victims of violations of ESCR to have their case examined by the UN Committee in charge.
On 21 and 22 October in Cotonou, Benin, two members of the International Coalition, Amnesty International and the International Commission of Jurists,supported national actors including the Coalition béninoise pour les DESC, Amnesty International-Benin, the Chaire UNESCO-Benin in the organization of a high-level roundtable discussion to welcome the signature by the State of Benin of the Optional Protocol to the ICESCR on 24 September 2013 and to encourage the State to move quickly towards the ratification of the instrument. The initiative benefitted from the participation of two Ministers, the Minister of Justice and Human Rights and the Minister in charge of the relations with the institutions, as well as from the support of additional partners including the Office of the High Commissioner for Human Rights.
From 24 to 26 October, in Sokodé (about 400 km from the capital), Togo, a group of national civil society organized with the support of the International Coalition a national gathering to discuss the international standards on ESCR, the promotion and protection mechanisms for these rights, including the procedures under the Protocol. 52 participants from more than 30 civil society organizations took part. Following the discussions, the organizers, the Plateforme DESC-Togo, GRADSE, RAPDA-Togo, FETAPH, WILDAF-Togo, FLORAISON et AMNESTY INTERNATIONAL-Togo, in collaboration with the International Commission of Jurists, the OHCHR, Amnesty International and Terre des Hommes France, established an action plan for the promotion and protection of ESCR in the country, including the monitoring of key recommendations of the CESCR and the ratification of the Optional Protocol.
La Coalición Internacional de ONGs para el PF-PIDESC apoya iniciativas nacionales para promover la ratificación en África
Benín/Togo, 26 de octubre de 2013. La Coalición Internacional por el Protocolo Facultativo del Pacto Internacional sobre Derechos Económicos, Sociales y Culturales finalizó una misión de apoyo a la ratificación del Protocolo en África Occidental de una semana de duración. A pesar de que el grupo de estados africanos jugó un rol fundamental en la elaboración del Protocolo, ninguno de ellos ha ratificado aún este instrumento que brindará a las víctimas de violaciones de los DESC la posibilidad de que su caso sea examinado por el Comité de la ONU encargado del tema.
El 21 y 22 de octubre en Cotonou, Benín, dos miembros de la Coalición Internacional: Amnistía Internacional y la Comisión Internacional de Juristas, apoyaron a algunas organizaciones nacionales, incluyendo la Coalición de Benín para los DESC, Amnistía Internacional Benín, y la Cátedra UNESCO-Benín, en la organización de un debate y mesa redonda de alto nivel para felicitar la firma por el estado de Benín del Protocolo Facultativo del PIDESC el 24 de setiembre de 2013 y para alentar al estado a avanzar rápidamente hacia la ratificación de este instrumento. La iniciativa contó con la participación de dos ministros, el Ministro de Justicia y Derechos Humanos y el Ministro a cargo de las relaciones con las instituciones, así como con el apoyo de otros aliados incluyendo la Oficina del Alto Comisionado para los Derechos Humanos (OACDH).
Del 24 al 26 de octubre, en Sokodé (a unos 400 Km. de la capital), Togo, un grupo de la sociedad civil nacional, con el apoyo de la Coalición Internacional, organizó una reunión nacional para discutir los estándares internacionales sobre los DESC, los mecanismos de promoción y protección de estos derechos, incluyendo los procedimientos según el Protocolo. 52 participantes de más de 30 organizaciones de la sociedad civil participaron. Luego de las discusiones, los organizadores, la Plateforme DESC-Togo, GRADSE, RAPDA-Togo, FETAPH, WILDAF-Togo, FLORAISON y AMNISTIA INTERNACIONAL-Togo, en colaboración con la Comisión Internacional de Juristas, la OACDH, Amnistía Internacional y Terre des Hommes Francia, establecieron un plan de acción para la promoción y protección de los DESC en el país, incluyendo el monitoreo de las recomendaciones fundamentales del CDESC y la ratificación del Protocolo Facultativo.
