Webinar on ESCR Monitoring and Budget Analysis

Why and How Do We Apply Budget Analysis in Advancing ESCR?

In June/July 2016, members of the Monitoring Working Group conducted a brief survey to solicit interest and experiences on the use of budget analysis as a strategic tool for ESCR Monitoring. Based on the feedback to the survey, this first webinar aims to build a common understanding among members, as well as those who may not be familiar with the methods of budget analysis, and to unpack the complexity of budget monitoring in relation to the human rights framework. Follow-up webinars in the upcoming months will explore more on specific skills in the advocacy initiatives related to human rights and public spending, the use of budget analysis in the work of regional or international human rights mechanisms, among others.

Against this backdrop, the webinar of the Monitoring Working Group on 28 October 2016, moderated by Allison Corkery (CESR), had an opening presentation by Dalile Antunez (Asociación Civil por la Igualdad y la Justicia, ACIJ) who addressed both general and practical aspects of utilizing budget analysis, focusing on the following questions:

  1. What could be a starting point for advocacy organizations?
  2. What aspects of budgets need to be looked into for us to develop meaningful conclusions from a human rights perspective?
  3. Despite national/local particularities, what standard types of budget documents or statistical data might be relevant to the work of ESCR monitoring?
  4. What are the lessons learnt from existing case studies and their impacts achieved?
  5. How can we enhance our access to budget information?
