تنطوي هذه القضية على طلب باتخاذ تدابير تحفظية لدى محكمة البلدان الأمريكية لحقوق الإنسان ("المحكمة")، قدمه مركز العدل والقانون الدولي، وممثلو جيسوس ترانكويلينو فيلاز لور، عملا بالمادتين 63 (2) من الاتفاقية الأمريكية لحقوق الإنسان و 27(3) من النظام الداخلي للمحكمة. وبموجب المادة 63 (2) من الاتفاقية، "يجوز للمحكمة أن تتخذ تدابير مؤقتة بشأن المسائل قيد النظر بالفعل في الحالات البالغة الخطورة والإلحاح، وعند الضرورة لتجنب إلحاق ضرر لا يمكن إصلاحه بالأشخاص".

Cette affaire concerne une demande de mesures provisoires auprès de la Cour interaméricaine des droits de l'homme (« Cour »), déposée par le Center for Justice and International Law (CEJIL), les représentants de Jesús Tranquilino Vélez Loor, conformément aux articles 63(2) de la Convention américaine des droits de l'homme et 27(3) du Règlement de la Cour.

Este caso se refiere a una solicitud de medidas provisionales ante la Corte Interamericana de Derechos Humanos (la “Corte”) presentada por Center for Justice and International Law (CEJIL), en nombre de Jesús Tranquilino Vélez Loor, con arreglo a los artículos 63(2) de la Convención Americana sobre Derechos Humanos y 27(3) del Reglamento de la Corte.

This case involves a request for provisional measures with the Inter-American Court of Human Rights (“Court”), filed by Center for Justice and International Law (CEJIL), the representatives of Jesús Tranquilino Vélez Loor, pursuant to Articles 63(2) of the American Convention on Human Rights and 27(3) of the Court’s Rules of Procedure.

Comité Panameño por los Derechos Humanos denounced the State of Panama before the Inter-American Commission on Human Rights (IACHR) for having arbitrarily laid off 270 public officials and union leaders who had taken part in several rallies against the administration's policies and to defend their labor rights. The lay-offs had followed an accusation made by the Government against the same individuals based on their participation in the demonstrations and on their alleged collaboration with a military uprising.

El Comité Panameño por los Derechos Humanos denunció ante la Comisión Interamericana de Derechos Humanos (CIDH) al Estado de Panamá por el despido arbitrario de 270 empleados públicos y dirigentes sindicales, que habían participado en distintas protestas contra la política gubernamental en reclamo de sus derechos laborales. El despido se produjo luego de que el Gobierno acusara a estas personas de haber participado en aquellas manifestaciones de protesta y de resultar cómplices de una asonada militar.
