The International Network on Economic, Social and Cultural Rights (ESCR-Net), the Centre for Law, Justice and Society (Dejusticia) and the Norwegian Centre for Human Rights (NCHR) organized the first Latin America Strategic Workshop on Enforcement of Positive Decisions on Economic, Social and Cultural Rights in Bogota (Colombia) on February 7-8, 2013, bringing together 20 lawyers and activists from across the region. The workshop was supported by the Ford Foundation and the University of Los Andes.

On September 9, 2012, ESCR Net transmitted a communication to the President of Mexico, Felipe Calderon, and Peter Crossgrove, Chairman of the Board of Excellon Resources, Inc. to express concerns about the use of force to disband of Ejido members assembling peacefully to protest the mine operation, the reported refusal of Excellon Mexico to participate in negotiations with the La Sierrita Ejido, alleged lack of compliance by Excellon with several previous agreements made with La Sierrita in 2008, and reported intimidation of people calling for dialogue.

Between May 24 and August 4, ESCR-Net and Canadian-based Excellon Resources, Mexico exchanged communications regarding allegations of violations of the freedom of association for workers, non-compliance with health and safety standards and related concerns involving the company's operations in the La Sierrita mine in Mexico. In response to a request by an ESCR-Net member, we have written an urgent action letter (attached and below) urging to Mexican authorities to take all necessary measures to clarify the assassination of rights activists Beatriz Alberta Cariño, head of ESCR-Net member CACTUS (Community Working Together Support Center), and Jiry Antero Jaakkola, a citizen of Finland, who was killed this past April 27th, identify and punish all those responsible, and provide immediate and effective protection for his family and colleagues.

ESCR-Net requested that President Felipe Calderon Hinojosa urge EXCELLON RESOURCES INC mining company of Canada to attend the dialogue table held with the ejido co-owners of the communal land known as "La Sierrita" in the municipality of Tlahualilo, Durango State, Mexico to discuss how to improve the living conditions of the La Sierrita ejido community and to realize their right to decide on the use of their land.
